Kultegin (Kültegin, 685–731) was a political and military leader of the Second Turkic Khaganate who united many nomadic ethnic groups under a blue banner and was able to continue the traditions of the great nomadic empire.
The Kultegin epitaph is an 8th-century monument of Turkic runic writing, discovered in 1889 on the bank of the Orkhon River in Mongolia.
